Over 2,000 miles of C02 pipelines – proposed to be used for Carbon Capture Utilization and Storage (CCUS) – are currently proposed across the midwest, traversing Minnesota, Iowa, Nebraska, and the Dakotas. It is claimed that they would carry carbon dioxide “captured” from ethanol plants and other industrial sites, but carbon capture and storage is complicated and unproven. The basic premise of carbon capture it that it captures CO2 at an industrial source and stores it underground or captures CO2 and uses it for industrial purposes. Pipelines are used — it is claimed — to transport the carbon to underground storage sites. However, in reality, the majority of the carbon captured today is used for more fossil fuel extraction in a process called Enhanced Oil Recovery (EOR). In EOR, carbon is injected into underground wells to help unearth even more oil and natural gas. We already know the solutions to our climate crisis – we must end our dependence on fossil fuels and invest in renewables, conservation, and efficiency. Carbon pipelines are false climate solutions. SF 5060 would prohibit the Minnesota Public Utilities Commission from issuing route permits for these pipelines.
