Support the PUPP Act

The bipartisan Providing for Unhoused People with Pets (PUPP) Act of 2023 (H.R. 3957) aims to address the intersecting issues of homelessness and animal welfare by supporting the adoption of pet-friendly policies in homeless services.

The act authorizes the Secretary of Agriculture, in consultation with the Secretary of Housing and Urban Development, to make grants to modify and upgrade structures to serve as interim and permanent housing for unhoused individuals with pets. These grants can be used for acquiring, renovating, and constructing housing that accommodates homeless persons and families with pets, as well as for pet-related operating costs and staff training in basic pet care.

The housing must provide supportive services, such as mental health and employment support, and veterinary services, including basic care and vaccinations for pets. Coordination with public services, law enforcement agencies, veterinary care providers, and animal welfare organizations is also required.
